Description

ROLLING STOCK SERVICES

The first task was the identification of the demand of rolling stock necessary for the implementation of the operation model chosen for the SFMR (also this model was developed with NET assistance);

afterwards, NET identified the rolling stock types, available on the market, compliant with the system functional requirements, provided the technical and tender specifications for the award of the rolling stock provision, performed a technical and economic evaluation of the offers and the workplan prepared by the manufacturers.

The identified total demand amounts to 120 new trains, of different types, on the whole regional territory. The realization of works and the activation of the SFMR service proceeds in stages, depending on the funding availability; currently, contracts for the supply of 60 trains have been finalized.

Management and construction work and test assistance for the rolling stock; operation monitoring

As part of the Regional Metropolitan Railway System (S.F.M.R.) project, NET Engineering was entrusted to perform the Construction Supervision and the Technical Assistance by the Veneto Region for the rolling stock acquisition and operation related to the regional transport on metropolitan network. The first supply lot includes 36 trains and, in particular, 20 TAF (Treno Alta Frequentazione) for the high attendance services and 16 Minuetto (10 diesel and 6 electrical railcars) for the low attendance services.

The supervision activities during the production, aimed to verify the proper execution of the train production, included the attendance and the assistance during the type tests or standard tests, the assessment and the critical analysis of the train supporting documents.

The field activities were performed in many production sites, both in Italy and in other European countries (Belgium, Germany).

The results of the inspections were recorded in special reports. As part of the activity of work assistance, NET provided also the collection and the cataloguing of the documents produced for every train, thus creating a complete historical archive of the train itself.

The assignment also dealt with the acceptance tests of each train, with the attendance at the same tests, the assistance for the issue of the certificates and the technical interface with TRENITALIA and RFI.

Once in operation, the rolling stock was monitored and the following tasks were performed: reformulation of the roster, collection of the identified anomalies and their technical and statistic analysis, with identification of proposals, including the infrastructural ones, for the resolution of the critical issues.

The second supply lot includes 24 trains and, in particular, 20 FLIRT (with 4-6 cars) and 4 diesel-electric GTW (with 4-2 cars).

During the assignment, NET also provided the overall management of the contractual relationship between the Contracting Authority, the Veneto Region and the manufacturer, from the signature of the contract to the performance completion (preparation of reports on the contract start, on eventual suspensions and restores, preparation of documents for payments, management of the amendments and completion of the performance), interfacing directly with VIS, ANSF and USTIF.

The general activities of the assignment included also the inspections at the plants of the manufacturers and the suppliers of components, in order to ensure the compliance with the required quality standards. Moreover, NET also ensured the assistance during the type tests for the prototype of the main components (stiffness tests, electrical isolation tests, compression strength tests for the motor and bissel bogies, static pneumatic tests for the performance of the brake system) and for the complete train (weighing test, hydraulic leak test, test runs, inspection visits for the assessment of the completeness of equipment, furniture, pictograms).
Moreover, NET assisted the Client in the authorization procedure by ANSF (Italian National Safety Authority), for the placing in service of trains on the national network, verifying the consistency of the documentation prepared by the Manufacturer and certified by VIS (Indipendent Verifier of Safety) and attending the meetings with ANSF, the inspections and the test runs for the achievement of the AMIS.

A similar assistance was provided during the approval procedure by USTIF (Special Office for the fixed installation transport services), necessary only for rolling stock (ATR 116 and ATR 126 railcars), intended to operate also passenger service on the railway line Mestre-Piove di Sacco-Adria, managed by Sistemi Territoriali.
